Q. How can someone change a State regulation?
A. Any interested person may petition an agency to change a regulation. Send a letter requesting the change. Include the existing language from the State regulation in question and show your proposed changes. Also provide the rationale for the change.

The Secretary must consider the request and respond in writing. If the petition is denied, the Secretary must provide the reason. If the petition is acceptable, the Secretary must initiate the process to change the regulation.
