How do I apply for assistance programs?
To apply for MADAP, MADAP-Plus, and/or MAIAP you must complete the Combined Application and submit it to the Maryland AIDS Administration by fax or mail. Our confidential fax number is (410) 333-2608. Our address is:

Housing assistance and medical care and services are funded through the AIDS Administration. Your case manager or local health department will assist you with these programs.
MADAP stands for the Maryland AIDS Drug Assistance Program. MADAP is a statewide program, funded primarily through the Ryan White CARE Act, that helps low to moderate income Maryland residents who are HIV infected receive assistance purchasing the medications they need to treat HIV. The MADAP formulary, the list of medicine covered by MADAP, covers a wide range of medication used to treat HIV infection, opportunistic infections, and complications of HIV infection or related conditions.
Does MADAP cover every drug I may be prescribed?
Only certain drugs are covered by MADAP. The MADAP formulary, the list of medicines covered by MADAP, covers a wide range of medications used to treat HIV infection, opportunistic infections, and complications of HIV infection or related conditions. You can have a prescription filled for up to a 34-day supply.
What pharmacies can I go to with my MADAP card?
Any pharmacy that is registered as a Maryland Medical Assistance Pharmacy (Medicaid) will accept the MADAP card.
What if a drug I need is not covered under MADAP?
You may be eligible to receive the drug directly from a drug manufacturer's patient assistance program. Contact your case manager, or call MADAP at (410) 767-6535 or (800) 205-6308 and ask for an eligibility specialist.
How can I get a drug added to the MADAP formulary?
Anyone can request that a medication be added to the MADAP formulary. A drug must be FDA approved before it will be considered. Please send your recommendation in writing to:

Once received, your request will be researched and reviewed by the MADAP Advisory Board and the Director of the AIDS Administration. The approval process may take several months.
PAC stands for the Primary Adult Care (PAC) Program. PAC was formerly known as the Maryland Pharmacy Assistance Program (MPAP). PAC is a program administered by the Maryland Department of Health and Mental Hygiene that provides prescription coverage and primary care services to low-income Maryland residents who do not qualify for Medicaid. Individuals are enrolled into managed care organizations and receive complete prescription drug coverage and primary care services. Persons living with HIV/AIDS who qualify for PAC are not eligible for MADAP. Call (800) 226-2142 or go to the website at http://www.dhmh.state.md.us/mma/pac/index.htm for more information on PAC.
Will MADAP-Plus be buying into certain health insurance plans for clients?
No. MADAP-Plus will assist qualified individuals who are enrolled in a health insurance plan of their choice. Clients who are able to enroll in plans through employers, groups, as individuals during special open enrollment, or as Medi-gap enrollees may be able to benefit from MADAP-Plus.
The Maryland Health Insurance Plan (MHIP) is a state-run high risk pool insurance plan. MHIP was established to provide insurance to Maryland residents who are unable to get health insurance through other insurance companies due to a medical condition. MHIP is one of many plans that can be paid for through MADAP-Plus for eligible clients.
What if a health insurance plan does not cover prescriptions?
An individual may be able to enroll in MAIAP to help pay for health insurance premiums and also enroll in Maryland AIDS Drug Assistance Program (MADAP) or the Primary Adult Care (PAC) to help cover the cost of prescription medications.
